Jan Sůra began his Portos journey during his studies at the Faculty of Law of Charles University in Prague. He completed a placement at a European economic interest grouping in Brussels, where he facilitated direct engagement between clients and EU institutions.

He has received several prestigious accolades and helped to establish Access EU, our affiliate providing advisory services on EU regulation, policy, and funding. In 2023, Jan completed an LL.M. at the Brussels School of Competition, focusing on the legal and economic dimensions of competition regulation in the European Union.

In 2016, he was named one of the most promising young talents in the Lawyer of the Year awards, and in 2017 he was recognised as one of the most innovative lawyers of the year.

He regularly takes part in public discussions on topics such as infrastructure projects, public–private partnerships on initiatives of national significance, and sustainable business.

For several years now, the Czech Republic has been navigating difficulties both domestically and on international markets. Unsurprisingly, this has placed greater import on areas the firm has long prioritised.

Alongside this, the true value of high-quality legal services has come to the fore. Portos has long offered clients strategic advice across a wide range of issues, including the implementation of partnership-based projects.

We are engaged in initiatives spanning public transport services, the building of a network of electric vehicle charging stations along the backbone of the Trans-European Transport Network (TEN-T), and the delivery of the country’s largest public-private partnership (PPP) project in rail transport. As of 2025, we have also been contributing to the preparation of the Děčín Lock System – a key infrastructure project that will significantly improve the Czech Republic’s river connection to North Sea ports.

Strategic projects are invariably capital-intensive. Yet traditional funding sources are approaching their limits, and only a third of the capital needed for infrastructure development is currently covered by public budgets. In sectors such as automotive, energy, infrastructure, health care, and public works, we develop and negotiate comprehensive, functional financing models for our clients that combine public resources, international capital, private investors, and European financial instruments, enabling their investment plans to take shape.
