Autopilot on Czech highways. Just the beginning, driverless cars are on the way

Starting this January, vehicles with Level 3 autonomous driving capabilities are permitted on Czech highways. This is the first level of automation, where the driver can switch to autopilot and completely let go of the steering wheel. However, the driver must be prepared to take control within a few seconds. However, vehicles that can operate entirely without a driver could soon appear on Czech roads. The Ministry of Transport is currently working on legislation for Levels L4 and L5.
The amendment to the Road Transport Act, which currently permits the operation of L3 vehicles, was adopted in connection with the implementation of European and international regulations governing automated vehicles. Specifically, this involves UN (UNECE) standards and EU secondary legislation. One of the most notable changes is the redefinition of the term “driver.” As part of this, the term “automated vehicle” appears in Czech legislation for the very first time.
“The current amendment focuses on automated vehicles, or so-called ‘conditional automation.’ These vehicles can drive themselves in a wide range of situations. These situations are predefined, and driver intervention is not required during them. However, under certain conditions, a driver is still required, for example, in adverse weather, due to poor road conditions, or at times when system functionality is limited,” notes Jan Fical, a partner at the Portos law firm.
