One of the most anticipated construction projects of the year will soon begin in Ostrava.

Our law firm Portos was present at the signing of a key contract between the statutory city of Ostrava and the contractor for the reconstruction of the Ostrava City House of Culture and the extension of the concert hall. The City Council decided on this project in February of this year. The winner of the tender is the Association for the Concert Hall, whose partners are the companies IMOS Brno and IPS Třinec. This is a contract valued at 2.8 billion CZK. In addition to providing prestigious facilities for cultural activities, it will also enhance the cultural potential of the region.
A state-of-the-art concert hall will begin construction in Ostrava later this year. “The law firm Portos has been involved in the complex administrative processes from the very beginning of the project,” comments Milan Kučera, partner at AK Portos. The collaboration included strategic legal advice both during the preparations and the actual implementation of the new concert hall project and the reconstruction of the heritage-protected Ostrava City House of Culture, to which the hall will be connected. “Specifically, we managed the comprehensive administration of procurement procedures for selecting the designer, construction manager, and contractor, including related advisory services throughout their execution to ensure the smoothest possible realization of the entire project,” adds Jan Fical, head of the legal team at AK Portos. “We are proud that our legal services help achieve high goals. Moreover, for Portos, this is one of the largest transactions of 2023,” Kučera adds.
The new concert hall project in Ostrava represents one of the most significant architectural constructions in the world today. It will be built according to the design by leading American architect Steven Holl (the global firms Steven Holl Architects and Architecture Acts). The violin-shaped hall will accommodate around 1,300 spectators, who will enjoy perfect acoustic conditions. The use of innovative and demanding technological solutions will ensure environmental friendliness, long-term sustainability, and low operating costs.
The city has attempted to build a quality concert hall six times before—first in the 1860s and most recently in 1969. Now the dream is becoming reality, and the Janáček Philharmonic Orchestra Ostrava will gain a new home. The hall will also serve a wide range of Czech and international artists and other prominent orchestras. It will be a venue for exceptional cultural and social events. The complex will offer cultural, musical, production, and educational facilities, including a theater hall, education center, and recording studio.
The new concert hall will become an architectural and cultural jewel not only for the city of Ostrava but for the entire Czech Republic. Its creation will enhance the cultural potential of the region and attract attention from both domestic and international visitors and experts.
